Powers: Tazer can absorb and then project electricity in turn. Usually this manifests in the form of a very short-range arc, but he was once able to produce a small bolt of electricity that stretched across a room. Dave has found that he can gather energy from only a few sources: batteries (which are quickly drained, and offer very little power), static electricity (which is time-consuming to develop a charge with, and only allows for a painful and stunning shock), and power outlets (it is this last that tends to produce the best results, but the act of drawing electricity from the grid tends to blow out fuses and trip breakers before much can be done). Unfortunately, the more powerful a charge Dave projects, the more it affects him. A small spark just leaves his fingers numb for a few minutes, but a more powerful bolt could cause severe burns on his hands and arms.
Tazer has only recently learned how to "hold a charge" for more than a second or two, though he finds it very difficult to do so and is only up to fifteen seconds or so with concentration. He has also been practicing dispersing charges, especially static electricity. This has helped him not to injure everyone he touches, which had been a problem.

Personality: Dave tends to be thought of as standoffish, though people who learn of his power tend to be so in return. He is actually fairly friendly when he gets to know someone (though that seems to be rare), though in conversation he may not have much in common with kids his own age... he of course is unable to use electronics or computers, thus he isn't able to listen to his own musical choices (unless other people operate the players for him) or browse the Internet. He can watch television (from across a room), so he can keep up with his favorite sports. Dave also reads a lot of books and magazines.
Dave has fought with bouts of depression, and has issues with abandonment. He feels he has found a place at the school, but he worries about how long he'll be allowed to stay. He's only had minor accidents so far... but what if an accidental spark causes a major fire, or if someone with a heart condition accidentally touches him and dies? He'll be out on the street or back in an intitution... or worse, he might have to go back to his mother.
Appearance: David is about six feet tall, and fairly slim. His eyes are dark and he wears his black hair fairly short as it tends to be thick... it's just not worth spending too much time taking care of. His face is oval, and he has a strong nose. Dave tends to wear a thin mustache and a bit of a goatee. He usually dresses in sports jerseys and jeans when he can get away with it.
History: David's mother spent her whole pregnancy complaining that she was getting noisy and painful shocks every time she touched anyone or a doorknob. Little did she know it was her soon-to-be born son that was the culprit. She believed that she was cursed somehow... and perhaps she was. Machinery tended to short out or malfunction near the end of her pregnancy, and David was born by C-section... the fetal heart monitor lost signal and the OB on duty mistook it for a crashing baby. To everyone's surprise, the newborn did not need to be recussitated after all.
The next incident that could not be explained away was much more tragic, however. Dave was about eight, and his younger brother was nearly three. Young Dave had already learned that he could *pop* people with noisy but not dangerous static charges if he could rub his feet on carpet or the like. Kyle was in the bath, and Dave built up what he felt like was a huge spark to surprise Kyle with. He burst into the bathroom to grab his brother, but found that his brother had decided to try out their mother's hair dryer while still dropping yet. Mother had shouted at them many times to not touch things like that when taking a bath, so Dave rushed over to save his brother... he grab the boy's wrist and reached for the plug at the same time. Unfortunately, Dave's fingers accidently slipped into the outlet... which sent 240 volts at more than 500 milliamps through his brother's body. He died almost instantly, but it took several minutes for their mother to find them in the dark... the rapid pull of power had tripped the main breaker in the house. Though the investigation determined it was an accident, David's mother decided that he had murdered her younger son. She shopped around for pediatric psychatrists until she found one who would have Dave intitutionalized.
David spent three years in that children's home, until his mother's insurance company determined that there was nothing wrong with the boy. Though his mother took him back, she was pregnant again, and feared for her new child as well. So, she lied to the police, suggesting that Dave had threatened her with electrocution as well. That got him three more years, this time in juvenile hall. That debt being paid, Dave found that his mother had discovered a boarding school for him to attend. To his surprise, Dave found that he fit in finally... or at least that people accepted that the mysterious accidents that tended to follow him around weren't a reason to reject him totally.
The last two years at the school have been heaven... or at least as he's going to get.
